Background to Neighbourhood Planningand the Ticehurst Neighbourhood PlanWhat is a neighbourhood plan?The introduction of neighbourhood planning is part of wider challenges to the planning system in the Localism Act 2011. The Act claims to shift decision making from central government to communities and councils. Neighbourhood planning helps town and parish councils to prepare a plan for their area, in close consultation with residents, businesses and other local organisations. Neighbourhood plans are for the social, economic and environmental well being of everyone in the community.What’s happened so far?In July 2015 the Ticehurst Parish Council decided that the Parish should have a Neighbourhood Plan. They chose Feria Urbanism to advise and support the Parish in formulating the first part of the Neighbourhood Plan. Strarting in Jan 2016 Ferai ran a Visioning events and a Design Forum event. Each event has received considerable input from the community.In July 2016, after Ticehurst Parish Council received funding from the Communities Rights Program, Feria could then continue to see the Neighbourhood plan through to completion. The volunteers on the Steering Team were kept busy using the input from these earlier events to write policies for a series of phased public consultations.The Phase 1 Public Consultation was held in Nov 2018 and the Phase 2 Public Consultation was held in Dec 2018. With the input of the community from these public consultations additional polices were created and the existing ones refined to produce the draft plan. The draft plan was put to a parish wide survey and a 6 week consultation from the 2 Jan to 14 Feb 2018. This consultation was well publicised in order to reach everyone in the parish and more importantly get their input to it. The major consultation event in the Ticehurst Village Hall was well attended and the plan received many completed surveys, emails and written responses from the parishioners.The responses from the draft plan consultation were used to amend the draft plan. An independent examiner was appointed who produced a final report on the plan with recommendations. The final plan incorporates the Examiner’s recommendations.A Parish wide referendum took place on Thurs 27 June and the resultwas 82% in favour of adopting the plan.Shortly after this on the 8 July 2019 the Ticehurst Neighbourhood Plan was “made” by Rother District Council The information and documentation for the TNP is on the evidence page.What’s next?The final made plan will help decide planning applications within the parish.
